Dr. Elly Sinaga is a distinguished expert in transportation, with a career dedicated to enhancing road safety and urban mobility in Indonesia. As the current President of the Indonesia Road Safety Partnership (IRSP) since 2019, she leads initiatives to protect vulnerable road users. Her extensive background includes significant roles at the Ministry of Transportation (MoT) Indonesia, where she served as Director General for both the Greater Jakarta Transport Authority (2016–2017) and the R&D Agency (2014–2016).

Dr. Sinaga is also the founder of the Indonesia Intelligent Transport System, demonstrating her commitment to modernizing the nation's transport infrastructure. Her academic contributions include her role as a Senior Lecturer at the Institute Transporatation and Logistic Trisakti, and she formerly served as The Rector of the Graduate School for Land Transport, MoT Indonesia.
