Dr. Hizal Hanis Bin Hashim is a senior researcher and currently the Head of Corporate Communications and Knowledge Management at the Malaysian Institute of Road Safety Research (MIROS), with extensive experience in transportation policy, road safety research, and sustainable urban mobility. He leads strategic initiatives that bridge research, policy, and public engagement to advance safer and more efficient transport systems. Dr. Hizal is currently spearheading a feasibility study on congestion charging in Kuala Lumpur, aiming to address chronic traffic congestion, reduce greenhouse gas emissions, and encourage public transport use. His work integrates global best practices from cities such as Singapore and London, adapting them to Malaysia’s unique socio-economic and policy environment. Through stakeholder engagement, data-driven analysis, and scenario modelling, the project explores viable pricing mechanisms, enforcement technologies, and public acceptance strategies. This initiative aligns with Malaysia’s decarbonisation goals and long-term sustainable mobility agenda, positioning congestion charging as a transformative tool for urban transport management.
