Kari Johanne Hjeltnes has extensive experience in the transport and tolling sector. She spent nearly nine years at the Norwegian Ministry of Transport, where she was responsible for major tolling sector reforms as well as the planning and financing of some of Norway’s largest road infrastructure projects. In August 2025, she joined the Norwegian Public Roads Administration, where she now leads the Department of Road User Charging. Hjeltnes brings deep policy insight and practical experience to the evolving landscape of road user charging, combining strategic perspective with hands-on work across national transport initiatives.
